Lessons from the 1990s Affordable Housing Preservation

The following is a part of our series on preservation best practices. You can find additional briefs and resources here.

NHT's founding and trajectory illustrate how affordable housing preservation has matured over the last 40 years. In the 1990s, when thousands of federally assisted homes faced conversion, NHT helped turn the prepayment crisis from a technical issue into a national housing policy priority. We convened preservation stakeholders and translated the threat of expiring restrictions into practical strategies for housing providers, residents, lenders, and public agencies. The response, a partnership between industry and Congress, shaped affordable housing policy and preserved hundreds of thousands of homes.

This brief revisits how preservation advocates, affordable housing providers, and the federal government responded then, and what their experience can teach us as we shape future affordable housing preservation policy.
